The Global Center for Public Service Excellence (GCPSE) is a joint initiative of the Government of Singapore and the United Nations Development Programme (UNDP) to improve the capacities of public services to deliver development goals. The Center has the following missions:

(1) Strengthen UNDP's capacity to influence international development thinking;

(2) Promote South-South Learning to improve public service; and 

(3) Support the efforts by UNDP and its partners to foster open governance.

 

The Center has multiple roles: 

(1) Evidence hub: explore trends and innovation in public service and bring to light new knowledge relevant to countries at the development frontline.

(2) Convening hub: a convening hub where officials, policymakers, and experts can exchange their ideas, knowledge and experience.

Why does UNDP- GCPSE have a focus on public service excellence?
 
Strong public services are often societies’ most powerful development resource. A strong public service can build institutions that play a huge role in enabling people to fulfil their potential within an environment where their ideas, actions and society as a whole can flourish. 
 

 

UNDP Global Center for Public Service Excellence is situated in Heng Mui Keng Terrace, Singapore. Heng Mui Keng Terrace is a cluster of international organizations. Other than UNDP, we may also find the headquarters of Asia-Pacific Economic Cooperation (APEC), the regional headquarters of World Intellectual Property Organization (WIPO) and the Pacific Economic Cooperation Council (PECC). Some leading think-tanks have also situated their offices at Heng Mui Keng Terrace, such as Institute of Southeast Asian Studies, Energy Studies Institute. The proximity to other intellectually rich organizations definitely enabled us to tap a bonanza of knowledge and facilitate knowledge exchange.

Heng Mui Keng Terrace Gathering in July, 2015. All the staff working at IOs/think-tanks in Heng Mui Keng Terrace gathered together at Asia-Europe Foundation and had a delicious lunch  and bountiful chats with each other.
